Under the patronage of the President of the University of Shatrah, Prof. Dr. Basim Abdul-Hussein Jarallah, the Construction and Projects Department of the University Presidency organised a specialised workshop entitled «Overruns in Variation Orders and Increases, Exceeding Total Costs, and Violations in Projects» on Monday 29 December 2025 in the Martyr Abu Mahdi Al-Muhandis Hall, with the participation of a number of specialists in engineering and administrative matters.
The workshop included a scientific lecture delivered by Asst. Prof. Dr. Abdullah Jabr Halboos, Lect. Dr. Mohammed Abdul-Baqir Jinam and Engineer Mustafa Jabbar Hussein, in which they reviewed the legal and administrative framework of variation orders, the mechanisms for calculating cost increases, and the most prominent violations that may accompany the implementation of government projects, explaining their negative effects on public funds and the quality of implementation.
The workshop aimed to raise institutional awareness of the importance of adhering to the regulations and instructions in force when managing and implementing projects, and to shed light on the common problems that lead to overruns in variation orders or inflation of total costs, as well as discussing practical ways to limit these overruns and address their causes in line with the principles of integrity, transparency and good management.
The workshop also featured real-life examples and practical experiences, and the floor was opened for discussion so that attendees could exchange views and raise questions, which enriched the workshop's themes and provided clear insights that contribute to developing institutional performance and improving the mechanisms for monitoring and overseeing projects.
